Internet News :Internet censorship bill passed in Russia

The Russian parliament on Wednesday voted to approve a contentious
bill that activists fear will introduce internet censorship by
blacklisting sites deemed as undesirable.

In a further controversial move, deputies also passed in first reading
a bill that makes libel and slander criminal offences with punishment
of up to five years.

"The goal of the bill is to wipe out dissent in our country,"
Communist deputy Anatoly Lokot exclaimed at the hearings as other
opposition deputies said that restrictive bills are introduced faster
than they can read them.

The two bills are criticised as likely to be used against the
opposition and follow initiatives hiking protest fines and introducing
the term "foreign agents" for NGOs with funding from abroad.


The trend to fast-track certain bills after their introduction by
majority party United Russia led some critical lawmakers to compare
the parliament to a "secretarial office" of the Kremlin.

The Russian-language version of Wikipedia went on strike the day
earlier in protest at the bill that is advertised as a crackdown on
child pornography by creating a register of blacklisted sites and
obliges site owners and providers to close them.

"Imagine a world without free knowledge," it said, blocking access to
the site. The site was back up on Wednesday as deputies passed the
bill with next to no debate or public discussion.

"Mind boggling," opposition leader Alexei Navalny wrote on Twitter
after even opposition deputies voted to pass the law, calling them
"idiots."

In Washington, the US State Department voiced its concerns.

"As Secretary (of State Hillary) Clinton has noted, the Universal
Declaration of Human Rights guarantees the right 'to seek, receive and
impart information and ideas through any media and regardless of
frontiers'," said spokesman Patrick Ventrell.

The bill has to be signed by President Vladimir Putin and is expected
to become law in November.

Russian newspapers said Wednesday the final version had narrowed a
previously broad term of "harmful information", saying only child
pornography, suicide how-to instructions and drugs propaganda can lead
to website closure without a trial.

However, an expert on Russia's security services, Andrei Soldatov,
said the bill would lead to creation of a mechanism for blocking
foreign sites for the first time by forcing internet providers to
install special equipment.

"Clearly, it will be possible to use it not just against websites
propagating pornography; the government will be able to use these
instruments any way it wants," he wrote on his website Agentura.ru.

Russia's biggest search engine Yandex said the bill's proposed methods
to fight pornography "create room for possible misuse and raise
questions from internet users and company representatives."

"Such decisions cannot be taken hastily, the way it is happening now,"
said the statement signed by the company's chief editor Yelena
Kolmanovskaya. The engine's slogan "Everything will be found" had the
word 'everything' crossed out on the main page on Wednesday.

"The amendments can lead to introduction of censorship to Russian
internet," said Livejournal, a popular blogging platform frequently
used by opposition leaders for communicating with their audience.

The new libel bill breezed through the voting process in the
parliament in the first reading and could be passed before the end of
this week before the Duma session ends for summer break.

The bill creates a new criminal charge making slander and libel
subject to a jail term of up to five years. The charge was previously
decriminalised during Dmitry Medvedev's presidency under the drive to
liberalise the criminal code.

Opposition deputies on Wednesday decried what they said was a trend of
introducing restrictive bills at short notice and ramming them through
without any public discussion.

"We are turning the parliament into an secretarial office that carries
out somebody else's wishes," opposition deputy Gennady Gudkov of the
Just Russia party said at the hearings.

Science News :Discoverer of DNA says yes to genetically modified food

Nobel Laureate James D. Watson, credited for the landmark discovery of
the structure of the DNA, says "genetically modified foods are good."
84-year-old Watson says he feels the use of genetically modified foods
was a way to save the world from starvation.

Answering a question asked by NDTV at the ongoing Euro Science Open
Forum (ESOF 2012), being held in Dublin where more that 4000
scientists are attending, Watson emphasized that the "use of
genetically modified foods is non-brainer. If they are good, use
them."

Taking an almost diametrically opposite view, India's Environment
Minister Jayanthi Natarajan told NDTV that "genetically modified foods
have no place in ensuring India's food security." Prime Minister
Manmohan Singh in an interview to this correspondent had earlier said,
"Biotechnology has enormous potential, and in due course of time we
must make use of genetic engineering technologies to increase the
productivity of our agriculture. But there are controversies. There
are NGOs, often funded from the United States and the Scandinavian
countries, which are not fully appreciative of the development
challenges that our country faces. But we are a democracy, we are not
like China."

Wimbledon 2012: Roger Federer humbled by sporting legends

Roger Federer praised golf superstar Tiger Woods on Sunday for the
American's support as he stormed to a record-equalling seventh
Wimbledon title.

Woods tweeted Federer after the Swiss star had claimed a 17th Grand
Slam crown by beating Andy Murray 4-6, 7-5, 6-3, 6-4 in the final,
although Federer didn't need to resort to social media to find that
out.

Woods had already sent him a personal message of congratulation.

"Hats off to Murray for a great fight. But we saw why Fed is the
#GOAT," tweeted Woods, using the short form for 'greatest of all
time'.

"I didn't need to get it through Twitter, I got one from himself,"
Federer told reporters.

"He was very pumped up these last couple days for me. He was very supportive."

International News :Russia launches Proton-M rocket with Dutch telesat

Russia conducted the launch of a Proton-M rocket with a telecommunications satellite late Monday.

According to Russia's federal space agency Roscosmos, the Russian Proton-M launch vehicle carrying the Dutch SES-5 telecoms satellite lifted off from the Baikonur Space Centre in Kazakhstan after a series of delays, RIA Novosti reported.

The SES-5, built by US company Space Systems/Loral for the Dutch operator SES World Skies, has been designed to provide various satellite services to customers in Africa, Middle East and Europe. The satellite has a life span of 15 years.

"The launch occurred at the calculated time. The separation of the spacecraft from the Briz-M upper-stage rocket is expected at 07.50 a.m. Moscow time July 10," said Roscosmos's spokesperson.

Russia earlier deferred Proton-M rocket's launch twice due to technical reasons, Xinhua reported.

On June 19, the rocket was removed from its launching pad ahead of the launch due to a technical error, according to Roscosmos.

During pre-launch tests, a malfunction was detected in the guiding system of the rocket's first stage, Roscosmos said.

Comman News:US, India join hands to promote innovation

The Indian and US governments, in association with industry lobby Federation of Indian Chambers of Commerce and Industry (FICCI), Tuesday launched a joint initiative to promote innovation in India and other parts of the world.

The "Millennium Alliance" will function in the public-private-partnership mode.

The US Agency for International Development (USAID) and FICCI will each contribute $7.7 million to fund the initiative while the Indian government's Technology Development Board has pledged $5 million.

USAID and FICCI target to raise an additional $35 million to the fund the new initiative by mid-2013, bringing the total amount leveraged to at least $50 million, according to a statement issued by the American embassy here.

"The Millennium Alliance will leverage Indian creativity, expertise, and resources to support and scale innovative solutions to development problems that will benefit populations across India and the world," US Ambassador to India Nancy J. Powell said at the inaugural function.

Business News:ONGC-led consortium to invest $3 billion in Venezuela

The overseas arm of Oil and Natural Gas Corporation (ONGC Videsh), in partnership with other government-run firms, plans to invest $3 billion to explore oil and gas in Venezuela, according to Minister of State for Commerce and Industry Jyotiraditya Scindia.

ONGC Videsh has already invested $350 million and intends to invest an additional $500 million in the San Cristobel oil field in the South American country.

In addition, ONGC Videsh with an Indian consortium that include other state-run firms like Indian Oil Corporation and Oil India proposes to invest $2.2 billion in the Carobobo project. This takes the total proposed investment to over $3 billion.

Scindia, who is on an official visit to South American countries, discussed the investment proposals during his meeting the Venezuelan commerce minister Edmee Betancourt in Caracas.

The minister informed that the Gas Authority of India Ltd (GAIL) was keen to explore opportunities in the natural gas value chain.

Bharat Petroleum Corporation Ltd (BPCL) is also keen to explore opportunities to export base oil to Venezuela and its marketing, according to a statement released by the ministry of commerce and industry here Wednesday.

India Today :Monsoon covers entire country but still 23% deficient

Monsoon, the life-line of Indian agriculture, has covered the entire country but the rains are still deficient by 23 percent, the India Meteorological Department has said.

 The south-west monsoon had hit Kerala on 5th June, but made slow progress affecting sowing of major Kharif crops such as paddy, pulses and coarse cereals.

 "Rainfall situation has improved but it is still minus 23 per cent. Monsoon is covering entire country today with parts of Gujarat and Rajasthan receiving heavy rains," IMD Director General L S Rathore told reporters in New Delhi on Wednesday.

 With improvement in monsoon rains, Rathore noted that the planting of paddy, soyabean and groundnut would pick up.

 He, however, pointed out that scanty rains in Karnataka and Maharashtra might affect coarse cereals.

Business Affairs :Indian stocks 7th best performer globally for 2012

Indian stocks have emerged as the seventh best performer for global investors since the start of 2012, outshining the likes of the US, UK, China and Japan.

Helped by a significant uptrend in the Indian stock market in the past couple of weeks, the Indian stocks have given a year-to-date return of 12.3% — which is only next to six other asset classes globally, as per a ranking prepared by Bank of America Merrill Lynch.

The best return for this period has come from the Turkey equities (29.2%), followed by Portugal government bonds (24.7%), Singapore stocks (17.3%), Mexico equities (15.5%), Mexico government bonds (14.7%) and Turkey government bonds (14.6%).

The Indian government bonds are ranked 36th for the year-to-date period in 2012 with a return of 2.9%, which is still better than the corporate bonds of China and Japan, stocks in Canada, Indonesia, Italy, Brazil, Portugal and Spain, as also government bonds in the UK, Canada, Hong Kong, China, Germany, Japan, Spain and Greece.

Those ranked below Indian equities include stocks in the US, Hong Kong, Germany, Korea, Russia, China, Switzerland, UK, Japan and France.

The rankings also take into account the currency exchange rates, as returns are based on the US dollar figures for all the asset classes.

However, Indian stocks have performed badly for a longer time period of the past one year, for which they are ranked at the bottom of the top-50 asset classes globally with a negative return of 23.8%.

This list is topped by Ireland government bonds (24%), followed by the UK government bonds, China corporate bonds, China government bonds and Australia government bonds. Indian government bonds are ranked 40th with a negative return of 10.8% for one-year period.

For shorter time period of one week, Indian stocks are ranked 5th with an 8.6% gain, after Greece, Portugal, Spain and Italy equities.

The study said that the equity markets globally have attracted net fund inflow of $840 million so far in 2012, although India has seen a net outflow of $297 million for this period.

NEWS:Shettar new Karnataka chief minister

 Ending the political impasse in Karnataka, BJP on Sunday announced that Chief Minister Sadanand Gowda has submitted his resignation to the party and will be replaced by B S Yeddyurappa's loyalist Jagadish Shettar.

 The BJP high command bowed to Lingayat leader Yeddyurappa in view of the Assembly elections due early next year and agreed to replace 59-year-old Gowda, a Vokkaliga leader, with Rural Development Minister Shettar, 56, who is a Lingayat.

"In view of the current political situation in Karnataka, Sadanand Gowda has handed over his resignation to me. In his tenure, he did work and the performance of our government was very good."

"There were no complaints against him on grounds of corruption but keeping the party's interest in mind, as a good party worker, he has resigned in the interest of the organisation," BJP President Nitin Gadkari told reporters in New Delhi.

He also announced that he has accepted Gowda's resignation on behalf of the party.

"Our party has decided to hand over the leadership to Jagadish Shettar," Gadkari said.

Senior BJP leaders Rajnath Singh and Arun Jaitley will go to Bengaluru on Monday to oversee the formal election of Shettar as Chief Minister of Karnataka by the party MLAs.

Asked if Deputy Chief Ministers would also be appointed by the party as was reported earlier, Gadkari said no such decision has been taken on this issue.

With the Assembly elections just 10 months away, the BJP central leadership realised that to put up a "good show", it will have to fight under the leadership of Yeddyurappa, whom many see as the undisputed leader of the Lingayat community which has always voted for the party, BJP sources said.
